    Washington state bill would forgive all minor marijuana convictions

    Washington state Rep. Joe Fitzgibbon (D) has a novel idea: now that marijuana is legal in the state, he wants people convicted of minor, state-level marijuana offenses to get a clean slate.

    Fitzgibbon introduced H.B. 1661 on Feb. 5, a bill that he told Raw Story was inspired by Washington prosecutors who dropped all of their pending misdemeanor marijuana cases in December following legalization?s passage at the ballot box.

    ?That got me thinking of the thousands of Washingtonians who have a misdemeanor marijuana conviction on their record, and if there wasn?t something we could do to help them out, help them get a fresh start with their lives,? he said.

    Many times a marijuana conviction can disqualify one for numerous jobs, public housing opportunities and educational financing: harms Fitzgibbon hopes to undo by allowing prior offenders to petition for their charges to be vacated.

    ?Since the voters of Washington clearly believe that possession of small amounts of marijuana is not something that?s a crime in our state, I thought that maybe we can offer a second chance to people who have that crime on their record,? he said.

    The Washington Association of Prosecuting Attorneys isn?t so keen on Fitzgibbon?s bill, which was presented at hearings on Wednesday and Thursday, warning that letting people with prior marijuana convictions off the hook would send the wrong signal: they were breaking the law at the time, after all.

    Seattle Weekly noted that the bill could also have an impact on future marijuana offenses as well. The state?s legalization initiative approves possession of up to 28 grams, while up to 40 grams remains in misdemeanor territory. Prosecutors are concerned the law does not specify that it applies only to past offenses, potentially leaving a loophole for individuals in the future.

    ?Prosecutors, as always, don?t like anything that lessens their ability to charge people with crimes,? Fitzgibbon said. ?That?s the disagreement that we have.

    Though he?s hopeful the bill could pass the Democratic-controlled House, the Republican Senate in Washington may have different ideas. ?For now, I think the feedback has been pretty good and I think this is [a bill] we?ve got a pretty good shot at,? he concluded.

    Wisconsin GOP: Forcing Women to Undergo Transvaginal Ultrasounds Is Our 'Priority'

    t the Wisconsin Right to Life Legislative Conference this week, the state's top Republican lawmakers assured attendees that they will do everything in their power to enact a forced ultrasound bill, which would mandate an invasive transvaginal probe for some women seeking first-trimester abortions. "This bill is a priority," Wisconsin Senate Majority Leader Scott Fitzgerald (R) said. "It is long overdue."

    At the same conference, the executive director of Wisconsin Right to Life, Barbara Lyons, claimed that the "Woman's Right to Know her Unborn Child Act" doesn't actually intend to mandate a transvaginal ultrasound. But, as the Capital Times reports, regardless of the anti-abortion community's intentions, the fact of the matter is that requiring an ultrasound before an abortion will necessitate that at least some women undergo the invasive, medically unnecessary procedure:

    Rep. Chris Taylor, D-Madison, is the former public policy director for Planned Parenthood of Wisconsin. She says requiring an ultrasound to be performed before all abortions would mean an invasive procedure for women who are less than 12 weeks pregnant.

    At that stage in a pregnancy, she said, the uterus may be blocked by the pelvis, preventing a traditional ultrasound from picking up the image. Thus, a vaginal ultrasound would need to be performed in order to provide an image for a medical professional to discuss with a woman.

    Lyons warned conference attendees that "critics will say a vaginal ultrasound is the equivalent of rape." She added that "the bill does not require this form of ultrasound."

    But Taylor said complying with the bill, if it is passed, might necessitate vaginal ultrasounds in some cases.

    Wisconsin's current law already requires women to undergo a counseling session with their doctor 24 hours before having an abortion, under the false pretense that the women who seek to terminate a pregnancy must not be confident about their decision. Doctors already provide those women with information about ultrasound services. But under the new forced ultrasound measure, women would be forced to undergo an ultrasound - and potentially a transvaginal probe, depending on how far along in her pregnancy she is - without her consent.

    Lyons is rightfully concerned about women's health advocates construing the bill as "the equivalent of rape." At the height of the War on Women last spring, Virginia Republicans incited a firestorm when they pushed a similar transvaginal ultrasound bill, and reproductive rights groups decried the legislation as "state sponsored rape." But that hasn't stopped anti-choice lawmakers from continuing to push legislation that would require invasive ultrasound procedures. Just last week, Michigan lawmakers proposed their own version of the legislation, although the state's top Republicans were forced to clarify that they would "not pass a bill mandating transvaginal ultrasounds" after controversy erupted.

    However, no matter how Wisconsin's anti-choice activists attempt to construe their motives, the insidious implications of their ultrasound bill are clear. "It is not up to the men, or the women for that matter, in the Legislature to be telling doctors they must do certain things ... especially uncomfortable, invasive procedures before a woman can undergo a legal procedure," Taylor told the Capital Times. "People should be outraged that this is how lawmakers are spending their time."

    New Scout cookie's merit is questioned | cookie, girl, grams - Life ...

    The Girl Scouts of the USA tried hard to squeeze some actual healthy stuff into their new cookie. And now they're trying just as hard to defend themselves against criticism that the Mango Cr?me is nothing but a sugary sham.

    The Scouts raised eyebrows last month when they began selling the cookie, touting the partnership with a company called NutriFusion. The South Carolina-based company makes GrandFusion, a product made by grinding freeze-dried fruits and veggies into a powder and adding it to various foods.

    NutriFusion says its product "supercharges" the nutritional value of food without altering its taste. "GrandFusion is a blend of fruits and/or vegetables that can significantly increase the nutritional profile, and therefore the marketability, of food, beverage and snack products," the company says on its website.

    ABC Bakers, one of two national suppliers of Girl Scout cookies, went a step further by stating that the new cookie contains "all the nutrient benefits of eating cranberries, pomegranates, oranges, grapes, and strawberries!"

    ABC adds: "Try some today and enjoy a delicious new way to get your vitamins!"

    That claim, including the exclamation points, must have been a bridge too far for the Center for Science in the Public Interest, the public-health advocate group out of Washington. The group's CEO, Anna Maria Chavez, sent a letter to the Girl Scouts, urging them to stop promoting the cookie as a healthy product.

    "Unfortunately that cookie does not have the 'nutrient benefits' of eating fruit, but does have 4 grams of heart-disease-promoting saturated fat and 11 grams of tooth-decaying sugars per three-cookie serving," the letter says. "We are concerned that by marketing these cookies as a 'delicious new way to get your vitamins,' the Girl Scouts is misleading its members and supporters and undermining their health."

    The center points out that 98 percent of the crisp, coconut-flavored Mango Cr?me consists of enriched flour, dextrose (a form of sugar) and palm oil. Among the ingredients in the other 2 percent are soy lecithin, citric acid, malic acid and annatto (a natural dye that comes from the achiote tree in Latin and South America). It has "nutrients from natural whole food concentrate," including cranberry, pomegranate, orange, grape, strawberry and even shiitake mushrooms, added for their vitamin D content.

    Are the cookies horrible for you? Not if you don't eat a whole box at a time, probably. According to the label, each three-cookie serving (36 grams) has 15 percent of the daily recommended intake of vitamin B1, and 6 percent each of A, C, D, E and B6. A serving also has 180 calories and 8 grams of fat. By comparison, a two-cookie serving of the popular Caramel deLites has 130 calories, 6 grams of fat (5g saturated) and 12 grams of sugar.

    The Girl Scouts of the USA responded to the letter with a statement defending the besieged cookie.

    "This variety was inspired by consumer research that points to a preference for sandwich cr?me cookies, and a resurgent interest in adding vitamins and nutrients to snack foods in North America. The Mango Cr?me is not the first Girl Scout Cookie produced that includes a benefit associated with an added ingredient, or a benefit associated with a reduced or removed ingredient.

    "All Girl Scout cookies should be considered an occasional treat and eaten in moderation."

    Cookie season ends March 10.

    NSA Afan Strides Alliance was a finalist in the 2013 RegioStars Awards.
    The alliance offers pre-employment workshops, engaging with the unemployed of Neath and Port Talbot.

    It?s an engagement, mentoring and support programme offering free workshops in business administration, ICT, hair and beauty ,
    construction/DIY, literacy and numeracy.

    It helps create and update CVs, improve interview techniques, gain familiarity with on-line and paper-based applications and in
    developing job searching techniques.

    It is sponsored by Wefo, the Welsh Government?s European funding office.
    Ian Isaac, chief executive of NSA, said: ?Out of 149 applicants in this competition we were shortlisted as one of five in the sustainable growth section. A Project from Poland was the winner ? the remainder were classed as finalists.

    PHILADELPHIA, February 14, 2013 -- The American College of Physicians (ACP) in collaboration with CECity, developer of MedConcert, a social cloud-based performance improvement platform, will pilot and test the impact of a technology-based quality improvement program on physician participation, value to practices, rapid-cycle learning, and patient outcomes.

    The one-year pilot program, "Improving the Quality of Diabetes Care," will tailor MedConcert with diabetes and cardiovascular disease prevention content. More than 11 percent of adults in the United States an estimated 26 million people have diabetes, which is associated with multiple complications and co-morbid conditions, including cardiovascular disease.

    "This initiative will provide important data to help us determine the feasibility of recruiting physician offices to participate in an integrated, technology-based quality improvement program and assess facilitators and barriers," said Michael S. Barr, MD, MBA, FACP, who leads ACP's Medical Practice, Professionalism & Quality division. "The data also will enable us to assess the ease of adopting this type of technology into the workflows of physician practices and whether it correlates with improved care processes, patient satisfaction, and patient outcomes."

    Up to 50 internal medicine practices in three states in the pilot will have access to the following web-based tools:

    • The ACP diabetes registry based on the 2013 Physician Quality Reporting System (PQRS) Diabetes Measure Group and related data elements.
    • Patient surveys to provide important feedback on system and provider performance, including information about coordination of care and communication.
    • ACP's Medical Home Builder 2.0, an online community providing practice teams with a self-assessment tool to improve patient care, streamline fundamental business operations, and identify and implement key features of the patient-centered medical home.
    • Providers eligible for CMS PQRS incentives will have the option to submit their report through PQRIwizard, an easy-to-use online tool for physician quality reporting.

    Physicians may access MedConcert's secure social networks to engage in peer-to-peer clinical communities that enable patient coordination of care and real-time communications for sharing best practices. MedConcert also houses a library of diabetes and CVD resources and educational materials, including patient education tools, linked to specific gaps in performance identified in the registry data, which are also available to participants.

    A report on the results of the pilot quality improvement program is expected by the end of the year. The Center for Health Services and Outcomes Research at Johns Hopkins University's Bloomberg School of Public Health will conduct the program evaluation.

    Snowstorm Parade to Continue in US Next Week

    A major storm may come together to bring wind-whipped snow to the Upper Midwest and Great Lakes region early next week, while severe storms could ignite on the southern edge.

    Minnesota, Wisconsin, Michigan, Illinois, Indiana and Ohio may get travel-disrupting snow from the storm during the Monday-Tuesday time frame of next week.

    There is potential for snow to fall in Chicago, Green Bay, Indianapolis and Detroit. Gusty winds up to 40 mph could reduce visibility further and add to travel impacts from the storm.

    On the back edge of the storm, some snow may even reach areas farther south such as St. Louis and Cincinnati.

    By Tuesday night and Wednesday, the storm may swing across Canada, bringing snow from the northern mid-Atlantic and much of New England to Quebec. Again, gusty winds may accompany the round of snow, adding to travel disruptions.

    Strong to severe storms may also be a threat along the southern edge of the storm; however, a limiting factor will be cold air that will surge south over this weekend. The cold air will flush out moisture that has been in place recently to fuel severe thunderstorms.

    "The Gulf Coast is most likely to regenerate conditions favorable for severe weather," AccuWeather Expert Senior Meteorologist Dan Kottlowski said.

    Southeastern Louisiana, Mississippi, Alabama and perhaps Tennessee may be in the path of damaging thunderstorms on Tuesday.

    The parade of storms will continue through late next week.

    Another, potentially bigger, storm will strengthen across the Plains next Thursday. A round of heavy snow may be in store for portions of the Plains, Midwest and Great Lakes. Chicago may get a second round of snow.

    The storm could move on to spread snow into the mid-Atlantic and New England by next Friday.

    All You Need To Know About Acne | Gnet Health and Fitness

    The one word you need to send teenagers into a trembling frenzy is ?acne?! Yes we?ve all been there when spots appear as if you have the curse of the mummy! But it?s not just teenagers who may suffer from the problem as menstruation, pregnancy and the menopause can cause any woman to develop this because of changing hormone levels.

    But wait? Why do some people suffer from acne an others don?t?

    In the teenage world there are all sorts of wide weird and wonderful theories. Masturbation for example, or having a chocolate bar on a daily basis are just two! In this feature we?ll take a closer look at what it is, what causes it and what you can do about it!

    THE FACT IS THERE ARE MANY REASONS WHY ACNE CAN BREAK OUT!

    What It Really Is

    You?ve probably picked up a clue in the first part of this article as hormones are largely to blame for this teenage nightmare. When human beings arrive at the puberty stage there?s generally an imbalance in hormones. The sebaceous glands suddenly begin to grow, producing sebum oil as the process continues.

    We need this oil for healthy hair and skin of course, but if we produce this in excess it will stick to bacteria and clog up the pores. This is when acne emerges in the form of pimples, blackheads and whiteheads.

    But What about a Bad Diet?

    It?s a fact what you eat can also affect your skin and how it looks though this isn?t directly related to acne. But to be honest you need to consume all the right vitamins and nutrients in any case. If you can keep a very healthy digestive system then other toxins and bacteria will be eradicated, and of course this will certainly help. Remember each part of the body is connected to the next so everything will have a knock on effect.

    Does Stress Create Acne?

    Well actually there is a little evidence to back up this theory and we know of course, when humans are under stress their hormone levels can fluctuate dramatically. If you suffer from acne and have high levels of stress in your life then you must take a closer look at this and try and relax more. That old friend exercise can help as well, so make sure you get your weekly sessions to take out the stress. In fact do everything you can to keep stress levels at sensible and manageable levels.

    What about Toiletries and Cosmetics?

    This is a good point and while this won?t cause acne directly it?s very possible to irritate the acne due to certain chemicals and other oils that can block the pores and make the skin dirty. What we need to do is chose them very carefully. This means looking at oil free products or what we call ?non ? comedogenic?. These products won?t block the pores and do the job they?re supposed to do. You should find all of this information on the label.

    Can I Get Acne Because of Parents?

    Actually if your parents suffered from acne it?s likely you will do the same because of the genetics. Sadly, you can?t do very much about this except be aware of the family history and be ready to treat it as soon as it emerges.

    First of all don?t get hyped up about it as help is at hand from all over the place!

    1. Learn Good Skin Techniques
      The first thing you need to do is ensure you wash you face thoroughly each morning and every night. This will help keep the pores clear as well as maintain healthy glowing skin. But you need to use a gentle cleansing lotion and the drugs store will help!
    2. Exfoliation
      This is the removal of any dead cells from the skin surface or just underneath. There are also a range of these products available but look for those containing salicylic acid. Some other good products containing benzoyl peroxide can be bought over the counter. These will combat the bacteria contained in the pores and help prevent future break outs of acne.
    3. Do not pick your blackheads or spots
      Ok so we know the urge is too great sometimes but what you?ll only succeed in doing mainly is damage the follicle walls so any dead skin cells and bacteria will actually fall much deeper into the pores.     Early music lessons boost brain development

    Feb. 12, 2013 ? If you started piano lessons in grade one, or played the recorder in kindergarten, thank your parents and teachers. Those lessons you dreaded -- or loved -- helped develop your brain. The younger you started music lessons, the stronger the connections in your brain.

    A study published last month in the Journal of Neuroscience suggests that musical training before the age of seven has a significant effect on the development of the brain, showing that those who began early had stronger connections between motor regions -- the parts of the brain that help you plan and carry out movements.

    This research was carried out by students in the laboratory of Concordia University psychology professor Virginia Penhune, and in collaboration with Robert J. Zatorre, a researcher at the Montreal Neurological Institute and Hospital at McGill University.

    The study provides strong evidence that the years between ages six and eight are a "sensitive period" when musical training interacts with normal brain development to produce long-lasting changes in motor abilities and brain structure. "Learning to play an instrument requires coordination between hands and with visual or auditory stimuli," says Penhune. "Practicing an instrument before age seven likely boosts the normal maturation of connections between motor and sensory regions of the brain, creating a framework upon which ongoing training can build."

    With the help of study co-authors, PhD candidates Christopher J. Steele and Jennifer A. Bailey, Penhune and Zatorre tested 36 adult musicians on a movement task, and scanned their brains. Half of these musicians began musical training before age seven, while the other half began at a later age, but the two groups had the same number of years of musical training and experience. These two groups were also compared with individuals who had received little or no formal musical training.

    When comparing a motor skill between the two groups, musicians who began before age seven showed more accurate timing, even after two days of practice. When comparing brain structure, musicians who started early showed enhanced white matter in the corpus callosum, a bundle of nerve fibres that connects the left and right motor regions of the brain. Importantly, the researchers found that the younger a musician started, the greater the connectivity.

    Interestingly, the brain scans showed no difference between the non-musicians and the musicians who began their training later in life; this suggests that the brain developments under consideration happen early or not at all. Because the study tested musicians on a non-musical motor skill task, it also suggests that the benefits of early music training extend beyond the ability to play an instrument.

    "This study is significant in showing that training is more effective at early ages because certain aspects of brain anatomy are more sensitive to changes at those time points," says co-author, Dr. Zatorre, who is also the co-director of the International Laboratory for Brain Music and Sound Research.

    But, says Penhune, who is also a member of the Centre for Research in Human Development, "it's important to remember that what we are showing is that early starters have some specific skills and differences in the brain that go along with that. But, these things don't necessarily make them better musicians. Musical performance is about skill, but it is also about communication, enthusiasm, style, and many other things that we don't measure. So, while starting early may help you express your genius, it probably won't make you a genius."

    5 dead, 3 injured in cruise ship accident in Spain

    MADRID (AP) ? A lifeboat from a British-operated cruise ship fell into the sea at port in Spain's Canary Islands during an emergency drill being carried out by the crew, killing five people and injuring three others Sunday, according to officials and media reports.

    Thomson Cruises issued a statement saying it "is aware of an incident involving the ship's crew on board Thomson Majesty in La Palma."

    "We are working closely with the ship owners and managers, Louis Cruises, to determine exactly what has happened and provide assistance to those affected by the incident," the statement added.

    Rescue personnel were called to the dockside at 1205 GMT (7:05 a.m. EST) after "a lifeboat with occupants had fallen overboard from a cruise ship docked at the pier of Santa Cruz port in La Palma," a regional government statement said. Widespread reports in Spanish media said the crew was conducting an emergency drill at the time of the accident.

    Television images showed a small, white two-hulled lifeboat capsized beside the ship. It was not immediately clear whether the Thomson Majesty ship had any passengers on it.

    The nationality or sex of those who died wasn't immediately known, the regional government statement said, adding that the injured were all men, two aged 30 and another, a Greek national, was 32 years old. The injuries weren't considered to be life-threatening, it said.

    Bing, Microsoft's attempt to take on Google directly. When it first launched there was quite a bit of fanfare and its market share grew quickly. It didn't exactly hack away at Mountain View's dominance, but it certainly made a small dent. Since then, things have slowed down and other players have asserted themselves in the global search battlefield. While Baidu has been riding high for quite some time, Yandex is a relative new-comer to the leader board. And, somewhat surprisingly, has already surpassed Microsoft for global market share according to stats provided to us by comScore. Though the margin is small, the Russian company saw more searches performed through its site than Microsoft in both November and December of 2012. The difference is small enough that those positions could swap again but, where as Bing has seen its numbers plateau over the last six months, Yandex has continued to grow. Of course, neither is anywhere near challenging Google which accounts for roughly 65 percent of the search traffic according to comScore's numbers and both only see about half the traffic of the number three competitor, Yahoo. Microsoft can still claim one victory over Yandex in the number of unique searchers, though. If you're curious for more we've put the entire chart after the break.

    3-D printing on the micrometer scale

    Feb. 8, 2013 ? At the Photonics West, the leading international fair for photonics taking place in San Francisco (USA) this week, Nanoscribe GmbH, a spin-off of Karlsruhe Institute of Technology (KIT), presents the world's fastest 3D printer of micro- and nanostructures. With this printer, smallest three-dimensional objects, often smaller than the diameter of a human hair, can be manufactured with minimum time consumption and maximum resolution. The printer is based on a novel laser lithography method.

    The 3D laser litho-graphy systems developed by Nanoscribe -- the spin-off can still be found on KIT's Campus North -- are used for research by KIT and scientists worldwide. Work in the area of photonics concentrates on replacing conventional electronics by optical circuits of higher performance. For this purpose, Nanoscribe systems are used to print polymer waveguides reaching data transfer rates of more than 5 terabits per second.

    Biosciences produce tailored scaffolds for cell growth studies among others. In materials research, functional materials of enhanced performance are developed for lightweight construction to reduce the consumption of resources.

    Increased Speed: Hours Turn into Minutes

    By means of the new laser lithography method, printing speed is increased by factor of about 100. This increase in speed results from the use of a galvo mirror system, a technology that is also applied in laser show devices or scanning units of CD and DVD drives. Reflecting a laser beam off the rotating galvo mirrors facilitates rapid and precise laser focus positioning. "We are revolutionizing 3D printing on the micrometer scale. Precision and speed are achieved by the industrially established galvo technology. Our product benefits from more than one decade of experience in photonics, the key technology of the 21st century," says Martin Hermatschweiler, the managing director of Nanoscribe GmbH.

    Mechanism: Two-photon Polymerization

    The direct laser writing technique underlying the 3D printing method is based on two-photon polymerization. Just as paper ignites when exposed to sunlight focused through a magnifying glass, ultra-short laser pulses polymerize photosensitive materials in the laser focus. Depending on the photosensitive material chosen, the exposed or unexposed volume only is dissolved. After a developer bath, these written areas remain as self-supporting micro- and nanostructures.

    Removing Barriers

    By means of the galvo technology, three-dimensional micro- and nanostructures can be printed rapidly and, hence, on large areas in principle. At highest resolution, however, the scanning field is limited physically to a few 100 ?m due to the optical properties of the focusing objective. Just as floor tiles must be joined precisely, the respective scanning fields have to be connected seamlessly and accurately. By the so-called stitching, areas can be extended nearly arbitrarily.
